That just popped into my head (so the lyric might not be exactly right). It's from 'Chain Letter' on my favorite TR album, 'The Ballad of Todd Rundgren'.
Why? It might be because somebody told me he was going to distill thirty items on a list of ways to make yourself happy down to seven. I told him, it could be done in one: Decide to be happy (realize that happiness comes from within, and, ultimately, is a choice). I told him to write that every day for seven days, and wait for the defensive haters to start responding.
But, really, who knows? Not me. I may be the happiest person I know, and I may have gotten there by deciding to be happy, but, to be honest, I only noticed my happiness when it had already arrived.
I have stopped writing prescriptions. I leave that to Billy Joel.
I still share recipes, however.

I'm not certain what part(s) you didn't think were true: The part where I say I think happiness is a decision, or the part where I say I don't write prescriptions? Something else? We're going to have to agree to disagree, because I don't think I'm being false here.
